New York SEQR & CEQR

Manage an environmental review, from project initiation to a completed administrative record.

Plexus is software for the planners, engineers, and environmental consultants who conduct SEQR and CEQR reviews. Describe a proposed project, and Plexus identifies the review framework, the agencies and permits involved, and the studies the review is likely to require. It organizes the work, supports the analyses, and keeps the documentation together as the project moves toward a determination.

How it works

How a review moves through Plexus

Environmental review rarely follows a straight path. Agencies comment, designs change, new studies become necessary, and responsibilities shift between consultants. Plexus follows the same sequence a review does, and keeps the current state of the work in front of you.

1

Describe the project

Enter what is proposed, where, and at what scale. Plexus reads it and pulls the site's mapped conditions from FEMA, NYSDEC, USFWS, and the National Register.

2

Establish framework and agencies

Plexus identifies a likely classification under 6 NYCRR Part 617, the involved and interested agencies, the permits the action requires, and the studies it is likely to need. Each conclusion is shown with the regulation or precedent behind it.

3

Build the review plan

The studies, filings, and coordination tasks are organized into a plan, assigned to the responsible planner, engineer, or specialist, and tracked as they are completed.

4

Complete the analyses

Studies use accepted methods. Traffic level of service comes from turning-movement counts by Highway Capacity Manual methodology, and air quality is screened against CEQR criteria, each result saved with its inputs and references.

5

Coordinate with agencies

Plexus tracks the lead-agency designation, involved-agency responses, and review deadlines, and drafts the coordination correspondence from the record.

6

Produce the record

The EAF, the determination of significance, and the Findings Statement are drafted from the completed review, with every document, dataset, and calculation kept together as the administrative record.

Why Plexus

Rooted in real data

Each conclusion is shown with the regulation, guidance, dataset, or precedent behind it. The resulting record is one a lead agency, a reviewing body, or a project sponsor can examine and rely on.

You can see each step

Plexus links each classification and required study to the governing regulation and the relevant agency guidance. Its recommendations use traceable datasets, rooted in precedent findings. Plexus does not ask you to trust an opaque model. It was built by planners, so you can follow the reasoning and check it yourself.

Community & place

Real technical analysis

Plexus calculates traffic level of service from turning-movement counts by Highway Capacity Manual methodology, and screens air quality against CEQR criteria. Every calculation is saved with its inputs, assumptions, and references, so an engineer can see how the result was reached.

One project file

Engineers, planners, attorneys, and environmental specialists work from the same project file. Tasks, deadlines, and documents are shared, so the team can see what is done and what is still outstanding.

Across New York

Built on New York's reviews

Plexus is built on the SEQR Handbook, the CEQR Technical Manual, 6 NYCRR Part 617, and thousands of completed New York reviews. When it points to a precedent, it shows it, so you can see how agencies handled comparable actions.
